The mac will be satisfied to boot from an HFS volume. If you record the CD as an HFS volume and then hold the C key when booting from the CD, as you would do when booting from the original CD, it will work because the CD has a valid System Folder, which is the second component that satisfies the Mac during the boot process.
So again, I am under the strong impression that the CD was not recorded as HFS.
